The DCMA (and a number of civilian agencies) has been allowing outside CPA firms to provide SF1408’s in response to a solicitation as an alternative to a backlogged DCAA. In fact, some civilian agencies have taken steps to contract out their audits of Business Systems and Incurred Costs to CPA firms with government contracting experience. While the Disclosure Statement is truly a standard format document for system descriptions and methodologies, most of the issues we encounter in the preparation process involve changes in practices, not just documentation.  We can help optimize your allocation and other cost accounting structures, fill any holes in your policies and procedures, and then document everything in the government’s required format.   We encourage our clients to go through the statement preparation process BEFORE they become CAS covered, specifically to surface those accounting practice issues.  Then when that trigger contract is won, the disclosure statement requirement is one of just review and submission, not preparation.
