Proposed changes to SBA Regulations

The Small Business Administration has issued proposed amendments to its regulations to implement provisions of the National Defense Authorization Act of 2013 which relate to performance requirements applicable to small business programs and small business subcontracting. The SBA is also proposing to allow a joint venture to qualify as a small business as long as each partner to the joint venture qualifies individually as small under the NAICS code assigned in the solicitation.  The proposed regulations clarify that “receipts” include all income except for specifically listed exclusions.  The proposed rules can be found here on GovCon360’s Tools and Reference Materials page.  Comments must be received by February 27, 2015.
