Jon Bencivenga has over 15 years of professional where he has provided government contractors ranging from small businesses to Fortune 10 companies with full contract lifecycle support in accounting, contracts, compliance, and training. He assists clients with complex cost accounting matters, cost representations, business system implementations, proposal assistance, audit support, and other regulatory compliance matters.
Jon has helped contractors and their outside counsel resolve disputes arising under the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), Truthful Cost or Pricing Data Act, and other accounting-related rules and regulations. He has assessed, remediated, and implemented Defense Federal Acquisition Regulation Supplement (DFARS) Business System policies and procedures and has extensively served clients in Asia, Europe, and the Middle East. Jon has also conducted public training for Federal Publication Seminars and Public Contracting Institute.
Jon served as the Compliance Manager for an engineering company’s South Korea business unit in Seoul, South Korea. In this role, he led the contract compliance program for the company’s in-country contracts with a focus on compliance with U.S. Federal Government accounting requirements. He managed all client audits and negotiations and served as primary liaison with U.S. and Korean Government officials and auditors. Jon had oversight of Final Indirect Cost Rate Proposals (ICP) preparation, indirect rate monitoring, Cost Accounting Standard (CAS) compliance, CASB Disclosure Statements management, Federal Acquisition Regulations (FAR) compliance.
Jon was also a manager in the Government Contractor Advisory Practice of a large public accounting firm. While there, he advised clients on compliance with federal regulations including interpreting cost matters under FAR and CAS, preparation and review of CASB disclosure statements, cost impact analysis, and resolution of noncompliance matters.
